Sometimes I find a second pass (after upscaling) with noise reduction only may give an improvement. I generally don’t even touch recover details or sharpening as they tend to make things look worse when your source is low quality. As a final step, I like to use dehalo which applies a blur effect across your whole video that can give it a much more natural look and reduce the visibility of artefacts.
